This is not the ground floor. Next to the football fields, there are flights of steps leading to these buildings. What you see is not structural, it is an attached facade. What i see is not brutalism, but it is partly brutalistic. It reminds me of pre-Columbian Mejico, cubism, and Star Trek's Borg. What i read, is that military [Ohio National Guard] classes meet here—how fitting.
